I was changing bulbs on dash and pulled a multi-pin connector out and all the pins fell out of the circuit board. Is there any way to reattach them or do I need to buy new board. This connector controls all the gauges, turn signals, etc.

Certainly there is a way to reconnect them.
You will need a small soldering iron, no more than 25 watts, rosin flux based 60/40 lead/tin solder, wire gauge 28 or 32 should be fine, very small needle nose pliers, A LOT of patience, and a wire brush, a small wire brush.
Clean contacts is a must.
One other thing, a solder sucker tool. The hand suction type would be very good.
Carefully remove the solder from the holes the pins were in, carefully, using just enough force to contact the connectors, clean them of any flux residue. Alcohol (rubbing) does a great job.
Using the connector as a guide for straightness, but don't let it get to hot or it will melt, re solder all of those pins to the foil.
If all else fails, and you know which wire for each pin connects to which wire in the other connector, just solder the wires, ONE AT A TIME, to each other.
You could also just make a new set of connectors to solve the problem. Good luck.
