The car idle revs up and down between 1000 and 1500 rpms when it is in nuetal. When it is put into gear or the Air conditioner is on it stop. The issue stops after I have driven for a while. If I drive and shut off the motor for a few minutes it would have the symptoms, even with the motor hot. I have changed the vacuum hoses and no luck.

Have the vehicle scanned for a possible MAF or TPS senor and also it could point to an O2 sensor. There is a possibility that the intake manifold itself has a leak.Check with one of your chain store parts outlets. Some are offering this service for free or at a nominal cost if you want pursue this on your own.Rather than take their diagnosis of the problem if any codes are retrieved, ask if they can supply with the code *'s and pertinent flow charts for said code(s).They may scoff at the idea if they have an inhouse repair facility but if the offending part(s) are availabe from them,by assuring them they will get your parts bussiness may help.By following the complete flow chart it will pretty much guarantee a successful repair.
Good Luck,
Paul

At idle it revs up and down 1000 rpm to 1500 rpm. when put into gear or Air conditioner is on it stops the rev. I have changed the vacuum lines but no help. it runs and drives fine when in gear.

The engine is getting too much air into it and is cutting off the fuel to keep it from overrevving. Check for vacuum leaks, misadjusted idle speed, bad idle control valve, or fast idle valve.
