The crank shaft will only rotate 270 degrees.

You will have to check for an obstruction in the cylinders. The only other thing that comes to mind is a loose torque converter(or flywheel) bolt hitting against the case.

Would the starter cause this problem or a bent valve?

Douglas -
The starter is unlikely, a bent/etc valve is the mostly likely scenario. Turn the engine by hand until it rest against the obstruction then look into the spark plug holes. Good light and a small mirror should be helpful.
